The funding ultimately will be distributed through federal agencies like the Department of Energy as well as through cities and states.

For example, the US Department of Transportation and Energy announced in February 2022 that they would spend approximately $5 billion over the next 5 years under the new National Electric Vehicle Infrastructure (NEVI) Formula Program to build a nationwide electric vehicle charging network that would be accessible to all Americans.

Federal Government Program Offices with Mobility Solutions Focus

1. Vehicle Technologies Office (VTO) – To improve energy efficiency and fuel economy, the Vehicle Technologies Office of the US Department of Energy promotes research, development, and deployment of new batteries, electric drive systems, lightweight materials, advanced combustion engines, alternative fuels, and energy-efficient mobility solutions. The department has invested a significant amount of money in smart mobility and related technologies during the last few years. In addition, the EERE has asked $595 million for the VTO to research new vehicle technology advancements.

2. Intelligent Transportations Systems Joint Program Office (ITS JPO) – The Intelligent Transportation Systems Joint Program Office (ITS JPO) out of the US Department of Transportation works to improve the safety and mobility of people and products through research, development, and implementation of intelligent transportation systems.

The Federal Highway Administration (FHWA), the Federal Motor Carrier Safety Administration (FMCSA), the Federal Transit Administration (FTA), the Federal Railroad Administration (FRA), the National Highway Traffic Safety Administration (NHTSA), the Maritime Administration (MARAD), the Pipeline and Hazardous Materials Safety Administration, and the St. Lawrence Seaway Development Corporation are among the agencies involved in collaboration with ITS JPO.

3. Office of Asset Enterprise Management (OAEM), Dept of Veterans Affairs – The Department of Veterans Affairs’ environmental and transportation management initiatives are overseen by the Office of Asset Enterprise Management (OAEM). The office also oversees all areas of vehicle fleet management. The OAEM intends to meet its future goals by purchasing gasoline hybrid vehicles, installing electric vehicle charging stations, and expanding fleet manager training. It aspires to have more than 22,000 electric vehicles by 2035, in order to meet the President’s objective of a zero-emission federal fleet. That’s an ambitious mobility solutions agenda for sure!

4. Office of Research, Demonstration, and Innovation, US DOT – The Office of Research, Demonstration, and Innovation directs research programs of the Federal Transit Administration to provide information and skills related to transit technology, operational, and capital investments. The office has spent a substantial amount of money on research and development in the field of transportation technology. In the field of mobility solutions, the office recently funded 25 projects in 23 states.  Additionally, it awarded several Integrated Mobility Innovation (IMI) projects totaling roughly $20M.

5Office of Vehicle Safety Research, US DOT – By performing research and safety testing of motor vehicles and motor vehicle equipment, the Office of Vehicle Safety Research helps the US Department of Transportation and the National Highway Traffic Safety Administration meet their safety goals. The Vehicle Safety account received $7 million for Automated Driving Systems (ADS) and $6.30 million for Advanced Driver Assistance Systems (ADAS) in FY 2021. The President’s Budget for Fiscal Year 2022 includes a $50 million increase for Vehicle Safety Programs to support the development and implementation of safe vehicle technologies. The National Highway Traffic Safety Administration has sought $246 million for Vehicle Safety Programs in its FY 2022 budget.

State and Local Government Offices with Mobility Solutions Focus

6. California Office of Sustainability – The Office of Sustainability (OS) of the Department of General Services (DGS) assists state agencies with sustainability activities such as policies, strategies, programs, and projects for state facilities. DGS is on target to achieve its objective of a 50% ZEV fleet in light-duty vehicles by 2025. Furthermore, the budget plan for 2021-22 allocates $2.7 billion over three years for programs promoting zero-emission vehicles (ZEVs) and other low-emission transportation options.

7. Michigan Office of Climate and Energy Through the formulation and execution of the Michigan Healthy Climate Plan, the Office of Climate and Energy coordinates the state’s efforts to attain carbon neutrality by 2050. Michigan is the epicenter of automotive innovation, and the state is committed to the future of mobility by investing in electric vehicles (EVs) and the infrastructure that supports them. By 2030, Michigan will have the infrastructure to accommodate 2 million electric vehicles on the highways.

8. Ann Arbor, MI Office of Sustainability and Innovations – The Office of Sustainability and Innovations’ objective is to develop and execute programs and policies that benefit all Ann Arbor residents’ well-being, equity, sustainability, and resilience. The Office of Sustainability and Innovations (OSI) was established in 2018 as a symbol of the city’s commitment to climate action and sustainability. The Office has developed A2ZERO, a bold strategy to achieve community-wide carbon-neutrality by 2030, in collaboration with dozens of community groups and hundreds of community partners. Mobility solutions are a core part of the focus.

9. NYC Mayor’s Office of Climate and Sustainability – The Mayor’s Office of Climate and Sustainability is a group of architects, data scientists, engineers, policy advisors, and city planners who are working to make New York City a place where residents have access to clean air, clean water, green infrastructure, and resources to help them build sustainable and healthy communities. By 2050, the city wants electric vehicles to account for 20% of new vehicle registrations. MOS is collaborating with the New York City Department of Transportation to deploy electric vehicle charging stations across the city. The plan is to invest $10 billion in every municipality to establish rapid charging stations that will power electric automobiles in thirty minutes.

10. Albuquerque Office of Sustainability – The office assists the city and the community in lowering greenhouse gas emissions while improving the area’s economy and safeguarding the health of residents. Renewable energy, energy efficiency, low-carbon transportation, and waste reduction are all priorities for the Office. Albuquerque is making the shift to electric vehicles, and by the end of 2020, it will have converted 63% of its qualifying light-duty fleet vehicles to electric or hybrid vehicles. The city has contributed an estimated total of $40 million to projects focusing on reducing building energy consumption, using 100 percent renewable energy for municipal operations, and transitioning gas-powered city vehicles to alternative fuel vehicles, such as electric, hybrid, and low-emission fuels like condensed natural gas, as a winner of the American Climate Cities Challenge.

The agencies and program offices listed above are just a few of the larger list of programs across the US that will be at the center of adapting mobility solutions.
