The National Public Procurement Policy Unit of Ireland provides an example of the criticality of procurement planning at the heart of public organization planning.

Many procurement leaders emphasize that the role of procurement include strategic planning in collaboration with internal customers and senior leaders of public entities. This planning occurs outside of (and “to the left” of) the procurement/acquisition process and encompasses at least an annual view (in some instances a multi-year view) of procurement needs to support the public organization goals.
