The Government Accountability Office (GAO) has sustained the protest of A-P-T Research, Inc., which argued that the National Aeronautics and Space Administration (NASA) failed to properly consider a potential organizational conflict of interest (OCI), and raised questions about the agency’s cost realism assessment. The contract was for various support services, and GAO found that while the agency performed a pre-solicitation analysis of the potential for OCIs, it lacked any documentation to show that it evaluated the awardee’s during the evaluation of proposals.
