A hearing of the House Armed Services Committee Emerging Threats and Capabilities Subcommittee looked at how the Department of Defense (DoD) could be more agile and flexible in its approach to information technology (IT) acquisition. “Despite attempts like the Joint Information Environment and streamlining of acquisition processes, DoD’s pace to improve its IT posture is not progressing with the desired speed to achieve serious efficiencies, increase security, and take advantage of enhanced capabilities that are readily available,” said Rep. Jim Langevin (D-RI). Retired DoD CIO Terry Halvorsen said it’s important for DoD to purchase commercial, off-the-shelf products, rather than continually customizing solutions, which cost more and take longer.
