EU Procurement Directives were transposed into Irish Law in 2016. The Revised public procurement guidance and templates, to simplify rules and support SME access, form part of Ireland’s National Procurement Policy Framework. This consists of 5 strands: Legislation (Directives, Regulations), Policy (Circulars etc.), Capital Works Management Framework, General Procurement Guidelines, More detailed technical guidelines, notes and template documentation. The guidelines, issued by The Office of Government Procurement, replace previous guidelines and take account of 2014 EU Directives as implemented in Ireland. The guidelines will support contracting authorities, including the Office of Government Procurement, the four key sectors (Health, Education, Local Government and Defence), individual Departments, Offices, commercial and non-commercial State bodies, and private entities which are subsidised 50% or more by a public body, when awarding contracts for goods and services.
