The Garda (An Garda Síochána – the Republic of Ireland’s police force) is training more of its own ICT staff instead of outsourcing to contractors. It is a move following an internal audit of procurement practices in relation to information and communications technology contracts worth millions of euros. They are also, when tendering for services, reducing their reliance on one ICT contractor by breaking down contracts into different areas. A report from the Garda Internal Audit Section (GIAS) on the ICT payments process states it could provide “no assurance that public procurement requirements are being complied with”.
