European Governments are advising their public procurement bodies how to conduct business during the crisis – from issuing public procurement procedures, their evaluation and their award as smoothly as possible without public officials meeting in person, to temporarily accepting digital bank guarantees. And some believe governments generally will come out of this crisis with more flexible public procurement systems:
