General Services Administration acting Administrator Tim Horne testified at a House Appropriations Committee hearing yesterday, saying the centralized fund to pay for IT systems upgrades recommended in the Modernizing Government Technology (MGT) Act is a start, but not enough. Horne said the initial fund “could prove the concept is the right idea to have this board of technology experts chaired by the federal CIO making decisions about return on IT investments.”
