The report details correspondence between former GSA commissioner Tom Sharpe and former GSA administrator Denise Turner Roth, who is accused of threatening to take retaliatory action against Sharpe for allegedly non-concurring with several key Roth decisions during her tenure. The disagreement centers on the management and execution of GSA’s Acquisition Services Fund (AFS), which Sharpe’s office has statutory authority to administer, and Roth’s desire to fund the Technology Transformation Service with AFS, a decision with which Sharpe did not concur.
