The Office of Management and Budget (OMB) and the Department of Commerce released guidance on June 30 instructing agencies to comply with and enforce President Trump’s “Buy America” executive order. The order requires agencies to review any free trade agreements with foreign government contractors and close loopholes in agreements that could provide a competitive edge over domestic competition. The administration is requiring agency leaders to analyze their compliance with the law, establish policies to reduce the use of waivers, and document the findings in a report for submission to both OMB and the Department of Commerce by Sept. 17.
