In a move that will surely send shockwaves across the DC metro region and beyond, the Department of Veterans Affairs released an “adverse action report” detailing the job roles and locations for hundreds of personnel changes. VA said the move was in the spirit of transparency; federal unions had a different perspective. J. David Cox, president of the American Federation of Government Employees, called it “an intimidation tactic.”
