The Department of Homeland Security (DHS) spent over $24 million on a cloud-based personnel management system, but a recent report suggests it doesn’t deliver the savings or functionality that was initially promised. The Office of Inspector General (OIG) found those savings didn’t materialize because “the PALMS program office failed to effectively handle its acquisition methodology and then didn’t monitor the contractor’s performance closely.” DHS agreed with the OIG’s recommendations to improve the system.
