Agile development is driving innovation in IT and government services and two Department of Homeland Security officials say it should also stretch to the contracting office. Continuous Diagnostic and Mitigation Program Manager Kevin Cox and U.S. Citizenship and Immigration Services (USCIS) Deputy CISO Shane Barney said their offices have both drafted and executed contracts quickly by applying agile principles to their procurements. These principles also have the potential to help minimize protests, Cox says, which adds time and money to the procurement. Barney explains that by applying agile principles to contracting, USCIS was able to leverage its industry days to communicate with private sector stakeholders about upcoming projects and get valuable feedback without running afoul of the Federal Acquisition Regulation.
