As part of the overall spending rush that happens as the fiscal years comes to a close, budget uncertainty could be driving leaders to purchase more IT solutions. Matt Hummer, director of analytics at a market analyst company, suggests the end of year “use it or lose it” budget rules is the primary driver. But Hummer also acknowledged that once fiscal 2018’s budget is settled, agencies might approach spending differently. “[P]olicies like the IT Modernization Fund and shared services will force a lot of these agencies to think more strategically about how they spend their money throughout the year.”
