A rigged system? Corruption in (European) government buying

Here is an interesting article about corruption in Public Procurement. It is mainly focused on the U.K. but nevertheless contains “interesting” figures. The article lacks a bit of context and references. But, the questions it raises are important ones in Public Procurement. 

For example, less and less participation to bids. Sign of corruption / rigged system? Or, a sign of high barrier to entry?
