Hello Everyone
So I’ve been sitting on the sidelines watching the debate about the reinstatement of the Holman Rule, and frankly I’m sort of confused as to why Congress felt the need to reinstate it. I understand that this Congress may not be particularly warm to the Civil Service but this still seems a bit excessive and I’m having a hard time envisioning how it would actually be used.

Spence – i think this is the easy way out and just political. What we really need is civil service reform so we can pay people competitively relative to the public sector while at the same time instituting a performance management system that holds people accountable. This would be no different than what any strong performance system looks like. The dialogue right now is too much mired in politics and special interests. The Holman Rule will just lead to more good people leaving government, which is what I’m afraid of. We should be getting rid of people that are not performing but we’re having the opposite affect right now.
