Software for combating corruption in bidding process

Is anyone aware of an automated procurement system that effectively eliminates any opportunity for graft–meaning influence, favoritism, etc.? I was asked this question, and told the individual I did not know of any, but it seems to me that it is more important to have a solid and well-defined sourcing process in place. Certainly suppliers can “check the box” that they are in compliance with the Foreign Corrupt Practices Act, but I also wonder if there are any analytical packages that can detect abnormalities in the number of times suppliers win bids or in a predictable pattern that may warrant further audit. This is becoming an important emerging area in public acquisition circles.

Is anyone aware of anything in this area?
