Tracking (U.S.) rule-making

I’m interested in hearing how others track rule-making, particularly in the U.S. There are some excellent free tools for statutes both federally and at the DC level here in Washington, but outside of Bloomberg Government, I haven’t found a mechanism that allows me to

(1) elegantly search for a rule, then

(2) flag the rule to alert me when its status changes (eg, from proposed to final), and

(3) notify me upon an update.

Am I destined to pine for bGov or keep hitting refresh on the laws & regs sections of other sites? Anything else out there?
