Notably, the U.S. Defense Department allocated a substantial $33.3B towards the space budget, signifying a 15% increase from FY23 and underlining the growing importance of space technology. With the establishment of the Space Force and global interest from Russia and China, public-sector investment may rise. Companies like SpaceX raised $1.5B to develop Starlink broadband and its Starship rocket.
  • The objective of this report is to cover the federal R&D landscape by examining investments made in space technologies through SBIR/STTR, Grants, and Other Transactions Awards during FY2018-FY2022.
  • Some high-level insights include:
    • Over $13B spent on space-related R&D by the U.S. federal government signifying a 75% growth during FY2018-FY2022.
    • 71% of space-related federal R&D awards were made through grants worth $9.2B during FY18-FY22. During the same time period, $1.6B worth of SBIR/STTR awards were awarded for space-related R&D awards.
    • Use Cases – Market verticals where technology adoption is highest include Aerospace/Defense, Astronomy & Astrophysics, Telecommunication, Material Science, Energy etc. Examples of high frequency use cases being invested include Remote Sensing, Space Situational Awareness, Object Detection, and Global Positioning Systems, etc.
    • Agencies - NASA and DOD have awarded more than 52% of the R&D awards. Within DOD, the Dept. of Air Force, Army, Navy, and MDA made the most R&D investments. Other prominent civilian agencies include the NSF, DOT and DOC which comprises $4.5B worth of space technology awards.
    • 3K+ Suppliers and Research Institutions were awarded space technology R&D awards during FY18-FY22; Only 20% of awardees were underserved. SBIR/STTR program has utilized the highest proportion of underserved suppliers with 39%, OTAs utilized 23% underserved suppliers whereas grants had the lowest share of underserved suppliers at 8%.
    • Emerging Regional Innovation Clusters –Various innovation clusters are emerging in regions such as Washington-Arlington-Alexandria, DC-VA-MD-WV, and Los Angeles-Long Beach-Anaheim, CA etc. These R&D innovation “hotbeds” have attracted the highest proportion of R&D investments.
