Jack has over 35 years of Government contracting and procurement experience leading diverse teams of contracting, procurement, and pricing staff for large organizations in both the public and private sectors. Prior to re-joining the County as the Director of Purchasing and Contracting in 2013, Jack held executive contracting and procurement positions in the private sector. He serves on the Board of Directors for the California Association of Public Procurement Officials (CAPPO) and the Board of Advisors for National Contract Management Association (NCMA).From 2002 to 2006 Jack served as the San Diego County Deputy Director for the Health and Human Services Agency (HHSA) Contracts Support Division, during which time he developed and implemented best-practice contract formation and monitoring techniques, as well as, established a Contracts Training Academy to ensure staff gained the necessary knowledge and tools to effectively manage agency contracts.Jack is a Certified Professional Contracts Manager (CPCM), a National Contract Management Association (NCMA) Fellow, and has been an instructor of several Contract Management and Procurement courses at San Diego State University (SDSU) Extension Program, and has presented sessions for the California State Association of Counties (CSAC) Institute for Excellence in County Government. Jack holds a Bachelor’s degree in Economics; a Master of Science degree in Procurement & Acquisition Management; and an Advanced Specialization in Government Contract Management from UCLA.
