The U.S. Agency for International Development (USAID) became the first agency to receive an “A” on the Federal IT Acquisition Reform Act (FITARA) scorecard, lifting its grade from a “D” to an “A+” in just six months. They achieved this improvement by reaching out to the Government Accountability Office (GAO) for advice. Rep. Gerry Connolly (D-Va.), member of the subcommittee on government operations and a co-author of FITARA, praised the effort. “They listened to and they implemented it. And they now have the highest score and the greatest progress of a federal agency.” In addition to working with GAO, USAID CIO Jay and other executives led a joint effort to identify areas of improvement and institute new internal measures.
