Thornberry appears to be signaling 2018 will be the year of incremental procurement reform, after last year’s AT&L breakup and OTA focus. What’s on everyone’s wishlist? I’d start with
- An increase in the micropurchase threshold to $10k
- Permanent implementation of part 13’s commercial item test program
- The ability to downselect or create GSA Schedule type BPAs across other IDIQs (essentially exception to the fair opportunity provision)
- Alignment of the protest threshold on IDIQs (other than skeds) at $25 million, for both DOD and civilian.
